The Fairbanks team of NORTECH, ABR, Inc., Northern Land Use Research, DOWL Engineers, Charles Bettisworth & Company, and Information Insights prepared an Environmental Assessment (EA) that evaluated the environmental impacts of the proposed construction of the Morris Thompson Cultural and Visitor Center in downtown Fairbanks. The EA was prepared in accordance with the National Environmental Policy Act of 1970 (NEPA) and FHWA guidelines. As usual, the project’s EA addressed each of the following areas of potential impact: Local land use, Property Acquisition and Right-of-way, Transportation Planning, Economic, Cultural, and Social Impacts, Wetlands, Fish & Wildlife, Threatened and Endangered Species, Water Quality, Site Contaminants and Air Quality, Floodplains Impacts, Noise Impacts, Permits and Authorizations, and Construction Impacts. Minor issues were identified involving the creation of sufficient parking and buyout of the existing property owners, but the City’s preferred alternative was deemed to not cause any significant environmental impacts.
