Environmental Site Assessments and Corrective Action Planning in Juneau, Alaska.
NORTECH supported the City and Borough of Juneau and the Central Council of the Tlingit and Haida Indian Tribes of Alaska (CCTHITA) with a series of environmental investigations at a former commercial property on Thane Road. Beginning with a Phase I ESA in 2017, our team identified potential petroleum contamination from former aboveground storage tanks and recommended further study.
To address these concerns, NORTECH conducted a targeted Phase II ESA that included soil borings, groundwater monitoring, and laboratory analysis. Results confirmed diesel-range organics above regulatory cleanup levels, leading our team to develop a Corrective Action Plan to guide remediation strategies and long-term management. In parallel, we conducted a Hazardous Building Materials Survey of the on-site warehouse to evaluate asbestos, lead-based paint, PCBs, and other regulated substances that could affect redevelopment.
NORTECH continued to advance the project through installation and sampling of permanent monitoring wells, seasonal groundwater evaluations, and eventual decommissioning of wells with oversight from the Alaska Department of Environmental Conservation. These efforts supported regulatory closure and provided critical information for CCTHITA’s vision of repurposing the site into a future Cultural Immersion Park.
